TOPRA signs Memorandum of Understanding with HealthAI to advance responsible AI in healthcare

The Organisation for Professionals in Regulatory Affairs (TOPRA) has signed a Memorandum of Understanding (MoU) with HealthAI - The Global Agency for Responsible AI in Health, to foster collaboration on advancing responsible and effective regulation of artificial intelligence (AI) in healthcare and life sciences.

The agreement was formalised at a ceremony at the Royal Society of Chemistry in London, where TOPRA Chief Executive Dr Samantha Atkinson and HealthAI CEO Dr Ricardo Baptista Leite met to discuss the shared goal of strengthening global regulatory capacity in the era of AI-enabled technologies.

The partnership recognises the growing convergence between AI innovation, regulatory science, and the practical realities of regulatory affairs across medicines, medical devices and digital health. Through the MoU, TOPRA and HealthAI will collaborate on initiatives supporting professional development, knowledge sharing, and expert dialogue to ensure that regulation keeps pace with technological evolution, while upholding patient safety, ethics, and public trust.

Artificial intelligence is reshaping how healthcare innovation is developed, assessed and delivered,” said Dr Samantha Atkinson, Chief Executive of TOPRA. “By working with HealthAI, we are helping our members and the wider regulatory community navigate this transformation with the confidence, skills and insight needed to ensure AI continues to be used safely and effectively.

The collaboration will enable joint expert contributions and learning opportunities for TOPRA’s members, including access to HealthAI’s global work on responsible AI governance and regulatory capacity-building. It also reinforces TOPRA’s commitment to supporting members in adapting to new regulatory challenges and emerging technologies through collaborative partnerships and thought leadership.

As part of the collaboration, HealthAI’s Chief Regulatory Officer, Dr Paul Campbell, has been appointed co-chair of the TOPRA AI & Digital Steering Group. The group provides a cross-sector forum for exploring how regulatory professionals can address the complexities and opportunities associated with AI and digital innovation across regulatory frameworks.
